CV Planning Board Agenda, Oct 23, 2014

The Carmel Valley Community Planning Board will hold it's regular monthly meeting on October 23, 2014 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The Agenda includes information on the Penasquitos Lagoon Bridge Replacement, an update on the Del Mar Union School District Facilities Master Plan, an update on the Unitas subdivision on Carmel Valley Road in PHR, and update on a new Rancho Del Mar project, action on the Vista del Mar Estates parcel map, action on the Village at PHR to consider a temporary construction yard, action on the Village at PHR to consider a proposed SCR for an architectural update to the residential component, and action to direct the Chair to correspond with City Council to clairify the board's position on One Paseo. Carmel Valley Community Park 15th Anniversary

UPDATE: Really October 26! Join the Carmel Valley Recreation Council in a celebration of the 15th anniversary of the Carmel Valley Community Park! The event is on Sunday, October 15, 2014 OCTOBER 26, 2014 from 1:30 to 4:30 PM. Enjoy an afternoon of music, inflatable jumpers, face painters, arts & crafts and more. CV Summer Movie in the Park on Aug 23, 2014

The final summer movies in the park this summer will be a showing of "Frozen" on August 23, 2014. See the Summer Park Concert Flier for complete information. Movies are at the CV Community Park on Townsgate, with the films shown at dusk (the movies are outdoors.) Early arrival is recommended to get a good location for your blankets and lawn chairs. There will be some entertainment and possible food service before the movie. If you have questions, call the CV Rec Center at 858-552-1616.

2014 CV Rec Center Fall Program and Registration Info

The 2014 Fall Program for the Carmel Valley Recreation Center is now available, complete with online program registration details. Register Online at the SD City Online Registration Portal (www.SDRecConnect.com). Registration begins August 23, 2014 at 10:00AM. Registration instructions are in the brochure on page 8. Note that online registration requires you to create an online account. If you have questions, or if you'd rather deal with a person, you can also register in-person at the CV Rec Center. One Paseo FEIR now available online!

The One Paseo FEIR is now available online! Just visit the One Paseo FEIR Page (sorry, it's on the WhatPriceMainStreet? site, the only place it's available.) Note that some of the files are HUGE, and that I'm working on splitting them up into smaller parts. For now, you'll have to download some big files to read Kilroy's information.

For what it's worth, the One Paseo Findings - Statement of Overriding Considerations document is the overview document, and an attempt by the City to justify placing the project in Carmel Valley, even with all of the impacts. Read that document to see what they're thinking.

One Paseo Final EIR available, meeting scheduled

The Final One Paseo Environmental Report (EIR) has been released, and a Public Comment meeting scheduled. Councilmember Sherri Lightner has released the following statement (edited here for length, emphasis mine), saying: "On Thursday, August 28 at 7 p.m., the Carmel Valley Community Planning Board will be holding a meeting to discuss the One Paseo project Final Environmental Impact Report. Residents and business owners are encouraged to review the document at the Carmel Valley Library. If you provided comments on the Draft EIR, you should have received an email notification today. You will also be receiving via U.S. mail a CD of the final EIR. If you did not provide comments but would like a copy of the Final EIR on CD, please contact Martha Blake in Development Services at mblake@sandiego.gov and provide your name and complete mailing address. The CD will be sent to you via U.S. mail. As always, please feel free to contact my office if you have any questions or concerns, or if our office may be of assistance with any other issue. Best Regards, Sherri S. Lightner, Council President Pro Tem, District 1, City of San Diego."

Peñasquitos Canyon Electric Transmission Line Expansion

Laura Copic, our Neighborhood 10 representative on the Carmel Valley Planning Board, has asked me to post the following announcement. She would like community members to be aware of and be able to attend the public scoping meetings so that they can provide their input. For more information, please read the attached Sycamore-Peñasquitos Canyon Fact Sheet (PDF), or visit the Sycamore-Peñasquitos Canyon Project Web Site.

San Diego Gas & Electric (SDG&E) has filed an application to construct the Sycamore-Peñasquitos 230-kV Transmission Line Project (Proposed Project) with the California Public Utilities Commission (CPUC). The Proposed Project is located in your community. The CPUC is currently reviewing SDG&E’s application, and Panorama Environmental, Inc. (Panorama) is a CPUC contractor assisting with California Environmental Quality Act (CEQA) compliance. An overview fact sheet of the Proposed Project area is attached for your reference. The public scoping period will begin on Monday, Aug. 18, 2014, and will end on Tuesday, Sept. 16, 2014. The CPUC welcomes comments on potential environmental issues and potential alternatives to the Proposed Project during the scoping period. Information about the methods for submitting comments is included in the attached fact sheet. Comments gathered during the scoping period will help inform the development of the Environmental Impact Report.

The CPUC will also conduct three public scoping meetings at the DoubleTree Golf Resort (14455 Peñasquitos Drive in San Diego) on the following dates, and your attendance is welcome at any of them:

One Paseo EIR coming Friday, Aug 1, 2014?

We've heard the Final One Paseo Environmental Report (EIR) is going to be released this weekend, possibly Friday, Aug 1, 2014 (although it's been delayed before!) Also, the local Planning Board hearing will likely be on Thursday, August 28, 2014. Please plan on attending this important meeting.

Two CV Library Concerts in August 2014

Two programs are planned in August. Both are on Wednesday evenings from 7:00 to 7:45 p.m. The first is the Striano Piano Trio on Wednesday, August 6, 2014. The program will feature the Striano Piano Trio with pianist Joseph Valent, violinist Maya Ginsberg, and cellist Carol Tolbert. The program will include music by Debussy, Schubert, and Dvorak. It will last 45 minutes. The second show is on Wednesday, August 27 at 7:00 p.m. It will feature Dromia in a program of Balkan folk music. The trio, formed in 2008, plays folk music from Greece, Albania, Bulgaria, Macedonia, and Turkey, as well as Roma (gypsy) melodies from this region.The program will last 45 minutes. CV Planning Board's Latest One Paseo Comments

I got a copy of the latest comments from the CV Planning Board on the One Paseo project, comments from December related to the Recirculated DEIR. In my opinion, the Planning Board's comments seem to question the very foundations of Kilroy's arguments! Some quotes from the letter: "There are many successful mixed-use projects that are much smaller... than One Paseo", "the traffic congestion associated with this proposal... would make [Carmel Valley]... less functional, less desirable, and less easily accessible", and finally, "...One Paseo is not intended as a heart for Carmel Valley but, rather, as a regional retail draw similar to The Forum in Carlsbad." Give it a read and see what you think.

CV Library Free Concert, July 9, 2014

July's free family music program sponsored by the Friends of the Carmel Valley Library will be presented on Wednesday, July 9 at 7:00 p.m. in the library's community room. It will feature pianist James Frimmer, mezzo- soprano Janelle DeStefano, and script writer and narrator Joanne Regenhardt in a program of the life and music of Manuel De Falla, the Saint of Cadiz. The program will last 45 minutes. The Library is located at 3919 Townsgate Drive in Carmel Valley. CV Planning Board One Paseo Final Hearing?

The CV Planning Board announced that it will hold a hearing on the final One Paseo Environmental Report on Thursday, July 24, 2014 (possibly at the CCA Auditorium.) UPDATE 7/14/2014: Canceled. The environmental report is not yet ready, so this meeting will be rescheduled based on the completion of the document. This meeting is meant to allow the public to comment on Kilroy's latest plans for One Paseo before the Planning Board makes its final decision (possibly on July 31.) The only problem? The Environmental Report isn't available yet! That means you can't actually see the document, and there's barely 2 weeks left to review a multi-thousand page document before the board hears the issue!
