The Planning Board is a group of elected volunteers who review and evaluate proposed development plans and issues effecting the entire Carmel Valley community. Serving in an advisory capacity, the Planning Board offers specific comments, recommendations and decisions to the City of San Diego's Planning Department, Planning Commission and City Council.

Subcommittee Meetings (See above for meeting dates and times):
- MAD - Maintenance Assessment District. This is a community wide homeowners group paid for by all members of the community. It handles maintenance of many street frontage areas and parks throughout the community. Meets on the first Tuesday of the month, 4:30pm,
at the Rec Center
- Rec
Council - The recreation council manages recreational programming and park usage throughout Carmel Valley. Meets on the first Tuesday of the month, 7:00pm, at the Rec Center.
- Pacific Highlands Ranch - Pacific Highlands Ranch is the community immediately to the east of Carmel Valley. This subcommittee handles planning issues related to that community, as they don't have a planning board of their own.
- Regional Issues/Design Review - Meets on the first Wednesday of the month, 4:30pm, at the Library.
- FBA - Facilities Benefit Assessment. This subcommittee manages a fund paid for by developers for improvements throughout the community related to population growth.
- Elections - Elections are always in March, and potential candidates should attend the January and February meetings. The subcommittee manages the election.
- Bylaws - Committee to discuss bylaws changes.
- Signage - Committee to discuss signage issues (such as illegally posted signs) in Carmel Valley.
- Trails/Neighborhood 8 - Trails are discussed at the Del Mar Mesa Planning Board meetings, on the 2nd Thursday of each month, 7pm, at the Carmel Valley Library.
- SR56 - The SR-56 Steering Committee is a group of representatives from local communities that discuss the impacts of potential connector ramps between SR-56 and I-5.
- Concourse - Committee to discuss the idea of a new linear park/concourse along Townsgate Drive.
- Police Station - Committee to discuss issues of the new Police Substation on El Camino Real.
- Skate Park - Committee to discuss the proposed Skate Facility on El Camino Real, adjacent to the new Police Station.
- CVREP - CVREP is the Carmel Valley Restoration and Enhancement Project, which is a restored waterway and trail along SR-56. This committee discusses issues with that area.
